About the Tuba City Industrial Laundry The Tuba City Industrial Laundry Project (TCIL) is under the auspices of OSERS within the Division of Dine Education and is a support service and training site for training and employment for individuals with disabilities who are referred from vocational rehabilitation, independent living, special education and other organizations that provide these types of services.
